This is indeed a good deal on cobalt bits.
As far as the bits...
Its not a bad deal at all. Great starter set of bits. Its probably the better option for "Big Box" brand bits out there... just don't expect miracles. After all, tool manufacturers aren't known for their accessories. And @burntorangehorn is correct. It's best to be used in a drill press.

So slightly different drill bit mix (but maybe better if you need the smaller sizes), but the M42 is a higher cobalt percentage and Bosch includes the 1/2 inch - and it's a better price. So thumbs up on this Bosch deal!
As far as the bits...

Personally, I just needed to read "Made in China." That said, decent bits for the money, but nothing to write home about.
The 1/8" and larger appear to be split point and 135 degree grind. The smaller bits (1/64" -7/64") are 118 degree grind and I don't believe they come with split point that are then more prone to walking on stainless, spring steel, etc. Mass produced, the grind is hit and miss that like with cheap chisels, will require some to be 'touched up.'
The reduced shank with the three flat sides on the larger bits is a weakness ---one or the other, but not both. Today, even the lowliest of hand drills come with a 1/2" chuck, so no reason for a reduced shank still manufactured from old machinery. Should the bit grab, you might want the bit to slip in the chuck or risk snapping the bit weakened by the reduced shank that is not going to slip with the flat sides. Oh well, when they do snap off, you will then have a full size shank that is then a bit shorter, but stronger.
