You will see a charge of $24.96/mo for the phone financing, but you will also receive a promo credit of $24.96/mo. They cancel each other out perfectly, meaning you pay $0/mo for the device itself. You will only pay your $18/mo (plus taxes) for the Unlimited Essentials service. Just remember that you have to pay the sales tax on the full retail price of the phone upfront at checkout today.
Unlimited Essentials does not qualify for the full Pixel 11 Pro XL offer ($300 off + $800 credits + $10/mo service credit). That promo requires Unlimited Premium.
You can still buy the phone and activate on Essentials, but you would lose the bulk of the device credits and the $10 monthly discount.

The ONLY part of the promo that strictly requires the Unlimited Premium plan is the additional $10/month service credit.

The official promotion terms page clearly states:
$300 instant discount: Requires activation on a new Unlimited Premium plan (and remaining on it for the first 120 days).
$800 bill credits: Requires activation on Unlimited Premium and staying active on it for 24 months.
$10/mo service credit: Also requires Unlimited Premium for the full 24 months.
Switching to another plan before 24 months forfeits remaining credits. Data-only SIMs never qualify.

Where the confusion comes from
Some other Fi promos (especially invited/special-account offers) use the broader language "new full service plan (data-only SIMs do not qualify)." Those do allow Essentials, Standard, or Flexible for the device discount + credits.
Google Store wording sometimes says:
Unlimited Premium gets the full package (including the extra $10/mo).
"Other plans" still get the $300 off + the $800 device credits.
This suggests that in practice, activating on a cheaper full-service plan may still unlock the device portion of the deal in some checkout flows, even if the strict promo-terms page for the public offer names Unlimited Premium.
Bottom line
For the exact promo in the screenshot and its linked terms: Unlimited Premium is required for the full advertised deal ($300 + $800 + $10/mo).
You may still get the large device discount/credits on Essentials or Standard in some cases (especially via Google Store), but you will miss the $10/mo service credit, and you risk the terms being enforced strictly.
The safest way to guarantee the full $1,100+ in device savings is to activate and stay on Unlimited Premium for 24 months.
You must be a new Google Fi customer. A new Fi customer is someone who has never had Fi service or someone whose last day of Fi service took place more than 180 days before making a purchase with this promotion.
To qualify for the $300 discount, you need to do all of the following:
Purchase the device or currently be in a group plan with the purchaser.
Activate the device on a new Unlimited Premium plan (data-only SIMs do not qualify) within 30 days of the shipment confirmation.
Remain active and in good standing on Fi for 120 consecutive days. Pausing, changing, or suspending the account will void the promotion. You must remain on the Unlimited Premium plan.
The discounted price will automatically apply during checkout. If you do not meet the conditions above, $300 will be charged to your Google Pay account.
To qualify for the $799 rebate, you need to do all of the following:
Activate the device on a Google Fi Wireless Unlimited Premium plan within 30 days of the shipment confirmation email and keep the qualifying account active for 24 months.
If purchased with device financing, the device payments will be discounted via 24 monthly credits equaling $799 in total value.
If purchased without device financing, the full device price minus $300 will be due at time of purchase, and you will receive $799 back via 24 monthly credits.
If you cancel service at any time before the 24 months, you will forfeit all remaining monthly credits.
You must activate on the same Fi account used to purchase the device or be a member of the purchaser's group plan.
To qualify for the $240 rebate, you need to do all of the following:

If you switch to another Fi plan prior to 24 months, you will forfeit all remaining monthly credits.

When will I receive my credit?
You will receive an email notification after the new device has met the activation requirements, and the credit will be applied to your future bills.
Each month for 24 months you will receive bill credits of $33.30 and $10, equaling to $43.30/mo.
The credit will be applied toward monthly service costs, such as data, calls, texts and device financing, over 24 months. The credit is tied to the person that activated the device. The device activator may switch devices after 120 days, but must keep their Fi service active in order to continue to receive the promotion bill credits.
You must keep the device active for 120 days. After that, you can choose to move your Fi account to a different device and still continue to receive the promotional credit as long as your Fi account is kept active for the duration of the 24 month promotional term.
If you return or cancel your order, you are not eligible to keep the credit and any unused credit will not roll over to the next month.
