You need to spend $50k in 6 months on this card to get the $3,000 bonus. If you can't charge that much, or can't manufacture that spend, move along. This isn't a card for a college kid. This is a brand new offer, and is time limited (no mention of when it expires).
2% cashback on everything, no categories. $150 annual fee. Can't tell if it hits you with the AF on application, but assuming it does, you'll clear $3850 in 6 months with the $50k spend. That's nearly 8% (back of the napkin calc), which is the highest I've ever seen on a card bonus. This is a GOOD deal. I'd probably churn this and drop the card at year 1 unless they waive AF in year 2.
Yes, this is a business card but the prevailing wisdom is that anyone can get one. You sell on eBay? Congrats, you own a business.

I do sell a book or two on Amz which I guess one could consider a business. Lol.
Also if you have a CapOne miles card, you can transfer the cash back to miles and use it with travel partners. That will get you even more value that $4k if you're know what you're doing with loyalty programs.

Note there's usually a fee to pay taxes with a card, but it's much smaller than the gain from the bonuses....1.87% is the cheapest right now

With the exception of AMEX, no business card treats your charges any different than if you used a personal card. After all, how would they even know? Hypothetically, if I'm a promoter, I may buy hundreds of gift cards to use as promotional prizes - is a credit card company going to spend time determine what fits my business profile among their thousands of customers? Of course not. As long as the transaction is legit and authorized, they'll process it.
Now with AMEX, the rule is to make 'legit' purchases to meet the bonus requirements. This is true for both personal and business cards. So no gift cards or other suspicious transactions. However, once you've hit your bonus spend - game on.
Of course, I'm never going to say it's impossible to get blacklisted, but based on direct experiences, I haven't seen it happen. Also, if you're curious what really gets blacklisted, there's a thread on flyertalk with detailed data points. And in that thread, which spans YEARS, I've never seen anyone get blacklisted by other banks just because one decided to do it.

Is there a particular reason you're adverse to using business cards? In most cases it's very very very loose as to what "having a business" means, so that's not really an issue.
Added bonus in most cases business cards don't show up on your personal credit report (the hard pull will, but not the card itself, thus not wasting valuable 5/24 slots).
That said, if you're dead set on sticking to personal cards a frequently updated list of the best signup bonuses can be found here:

I am credit worthy (825). Ya know, I put a freeze on my credit because of all the hacking going on, maybe that keeps them from checking and approving. Hmmm.

Oh yeah if all your credit reports are frozen you'll be denied from about anybody.
That said, Cap 1 is really picky. I get tons of approvals from citi, chase, amex, us bank, boa, etc.... only cap 1 and barclays have ever turned me down for anything.
If you're ok with biz cards BTW, 2 other "largish" spend options are the Chase Ink Preferred which I think is 100k UR for 15k spend these days.... and the Amex Business plat, which is I think 150k MR for 15k spend
Be sure to read up on the rules for chase/amex approvals (5/24 and once per lifetime respectively being the most relevant)
Removed my fraud alerts, so we'll see if I can go collect some points.
They refused to waive the expedited (2-3 bus days) shipment of $15 and stated that they can't overnight the card either.
The cus service was really not giving sh$$ and didn't even pretend that she tries to retain the customer.
I closed the account on the spot.

I tried to pay around 30K 1040 tax and got rejected and got a rejected email. There is link in the email to check whether certain charge size will be rejected/accepted. It appear my initial limit is less than 10k (low for business card). I think the website also have the checker.
So if you have an outsized charge, you may want to start early, breakup the charge, and do the (charge, payback) cycles.
