Correct. This is just a speaker set. The speakers require something to drive them, usually that's a Dolby Atmos enabled audio-video home theater receiver.
In this specific case, to utilize all the features in this speaker set, you want a receiver that outputs 5.1.4.
That's five channels for the five speakers that face the listener(s) - front left and right; (front) center; and rear left and right. That the '5' in 5.1.4
The .1 is the sound channel for the subwoofer.
The .4 is for the four upward-firing speakers built into the front left and right speakers and rear left and right speakers in this set. Those upward firing speakers help provide the feeling of "height" for Dolby Atmos 3D object-based sound.
Atmos sound is designed to give you a sense of 3D sound, where sound appears to come from objects in movies, games, etc. that are in front of, behind, to the sides of, or above the listener(s), along with any combination of those directions.

Additional tips for beginners:
The four satellite speakers should have two sets of speaker terminals (2 red & 2 black) each because they have "atmos" speakers built in. Meaning, each satellite speaker has two channels each, totaling 8 channels plus 1 center channel for 9 channels total.
You do not have to power the atmos speakers. If so, it's only 5 channels. You could obtain this set, ignore the atmos features if you wanted to, and purchase a cheaper 5.1 amplifier.
Other higher end speakers also have two set of speaker terminals for bi-amping the speakers on the same channel. This set is not that. The atmos speakers, again, require additional channels.
The other Costco amplifier deal featured here can power everything in this set minus 2 atmos speakers. So it could power it up to 5.1.2 instead of 5.1.4.
Personal opinion:
You could purchase this set and the featured 7.1 amp for a functioning, compact, nice sounding theater set for about $1100. Maybe your budget has a hard stop at $1100 and simply can't afford more. Don't let the enthusiasts dissuade you. That is a good deal, your friends will be jealous, and your movies and games will sound supremely better than your crappy TV audio or 2.1 Onn soundbar.
Enthusiasts will balk at any decision you make, but it's true that the amp needed to fully power all the features on this set is very expensive and would be kind of silly to not have a speaker set of like caliber.
I would not personally purchase this set if I had a 9.1 amp or was in the market for a 9.1 amp because of the point I made above.

I have the other reference set from klipsch and have already switched the center out with RP, a 2nd sub would be nice but can I use the same wiring and replace the surrounds/rears?
New to all this and not sure if my lingo is up to date

Yes, it does. The 4 bookshelf speakers have 4 connections on them (2 for main speaker and 2 for Dolby speaker). That said, these are very good for the price point. I got them in October from Costco and using it with Denon 7.2 receiver even though it does not 2 Dolby speakers . Very crystal clear sound...I would definitely recommend these.

It will work. You may have to accept that you'll either have 1 set of the Atmos disconnected, or else hook up both front and rear Atmos to the same output. Neither is really Ideal. You want to check a few things on the receiver though:
Make sure the 6&7the channel are addressable. They may only be for R and L rears, you have to make sure you can set them for height or Atmos. Also you want to make sure all channels are powered. My Denon needed and external amplifier to power my 7.1.2 system and also use my zone 2 speakers.

One can't use these without a reciever. These are passive speakers.
