My math on it is very simple. I value hilton points at 0.5cents. For their regular spend, you are getting 3points - i.e. 1.5cents/$. City double cash is at 2cents/$. So we are losing by 0.5c/$.
15K spend = 15000*0.5cents = 7500cents = $75.00.
I value the free night at lot more than $75 - i.e. if somebody gave me an option to buy a free Hilton night at $75, I would be piling in - it is a really good deal. Last time I used the free night at a $500/per-night property. The free night is even valid in Hawaii where rates are $300 and up.
Note: My calculation was based on spending all the 15K on the lowest category. If you spend some of that 15K on restaurants, Hilton hotels etc. the math gets even sweeter.
One thing to remember on redemptions is that there is also a stay 4 nights on points and get 5th night free. Plus I like to redeem at locations outside the US where the $ rates are higher compared to using the points.

IHG - keeps throwing word like "Platinum Elite" but almost does nothing - upgrades are non-existing or sucky at most times. The other issue I have had with IHG is that it is hard to redeem points abroad - their awards are geared toward 2 people max in a room but we always travel with our teenage son. Marriott - free breakfast is at the highest levels and that too inconsistently - but even a simple Hilton Gold gets that benefit. Some of my HIlton upgrades have been simply amazing - very nice big room with an incredible view - you could just sit at the window for half the day.
