When I was searching for a 3080 non-LHR in a prebuilt, the only place I found them were through NZXT who sells 3080 FE's in their prebuilt and one of the Asus model that BB carries.
The NZXT is the way to go if you really want a FE card as it's guaranteed if you pick it when you piece together your system. The only problem is their customizable options are very limited and use parts that are much slower than others, all for roughly the same price.
