Not a good deal. One of the items that I buy at costco (Pull ups for kids) is showing $10 extra. Why should I pay excess costs, tips, delivery fees and dealing with all the issues. This may be useful for those who can't drive to the store.

10 off 35 promos and similar still apply even if items are out of stock. I never had a promo removed because I fell short of the $35 minimum. In fact, I've filled the cart with items I knew were not in stock, and paid like $15 in total including tip. Promos were never taken off. Basically, if the promo was able to be applied at pre-shopped checkout, it will still apply afterward. I've never experienced otherwise. 🤷 ♂️

Additionally, with this specific promo, if the shopper doesn't find an item, PICK A REPLACEMENT! really simple.

it should be listed under deals in the paypal app. After you check out with at least $80 and pay with paypal then you will see a -$20 discount on the paypal invoice

Are we supposed to see the discount while placing the instacart order?
I saved the offer in my paypal account, but didn't see any discount while checking out from instacart with $80+ order total.
Is it like spending $80+ then getting $20 back, not immediate discount?

I see the offer in Paypal deals section. The terms do say that you have to receive the offer to be eligible, so maybe YMMV.

Saved offer on PayPal mobile. Placed order on Instacart for $95 using PayPal. PayPal says temp authorization for $115. Will have to wait until the order is delivered (think Instacart doesn't let merchants like paypal or any CC issuer to charge immediately since order is not final until completed by shopper due to substitutions if items go OOS)?

I haven't used Instacart before, would the driver tip apply to meeting the $80 charge or is the tip charged separately from the order?

I haven't tried this yet but for all my past PayPal offers, when I get taken to the PayPal site to pay, the discount is shown. The retailer is just charging PayPal, PayPal is the one giving you the discount.
