Ok, so this offer popped up in the Learn and earn section of my Coinbase app. This offer is more involved and many may not find it worthwhile for $4, but here goes.
Earn $4 in ETH for learning about the Coinbase Wallet app(seperate from the regular Coinbase app) , downloading and installing the app, as well as linking the wallet to your regular Coinbase account. No need to transfer any crypto to the wallet. IT took me about 2 minutes total, then I went back to the regular app for my ETH to show up in my assets which it did after a few minutes. YMMV

I already have Learn and Earn active and have been earning rewards for a while now. What I meant by my question is the following: What is the trigger to add the the Coinbase Wallet $4 equivalent in ETH Learn and Earn.

It's gotten too complicated to track where all my private info is going, so I signed up with a credit monitoring service, which allows me to lock/unlock my credit at any moment with Experian. Equifax offers their Lock & Alert service (with phone app) for free, and it allows you to lock/unlock your credit report with them too. My Transunion is still unlocked, but pretty much everywhere when you open a line of credit, they'd check all 3 bureaus anyway. If 2 of them are locked, hopefully I should be okay. It's a vicious cycle I know.
