Two things...8GB is mostly not enough for me and with today's activities it shouldn't be for most.

On the flip side I would rather spend $50 more and get a Costco HP Envy, with better specs and RAM.

Yep. That's what I ended up doing after strongly considering getting an open box for $460. After taxes, the Costco HP Envy came out to be $160 more for double the ram and storage.

Yes to light and moderate surfing. Heck no if you open lots of work files like excel. I have a new work laptop in late 2020 with 8 gb ram, it can't open or load more than 15 exel files without freezing up. I thinks it's a ram issue.....

"The "QLED" is nothing special"? QLED displays are significantly brighter and engage more colors in the color spectrum than a standard display. Why would you need am OLED screen on a 13" laptop? When it would be significantly darker than a QLED display.
