Maybe a dumb question, but does this mean you wouldn't need ceiling speakers with the angled fronts?
They have top-firing atmos speakers, which aren't as good as direct firing overhead speakers, but are more than adequate in a smaller room with flat ceilings.

Most important part of the theatre besides the receiver is the center channel which delivers 60% of the sound and vocals. Buy a good center and other speakers can be cheaper or you will end up like me shopping for center speakers with these high prices.

I'm in the market for a surround sound system, for a home theater. Budget is around 1.5k. What do you recommend?

I'm not an expert myself but I can recommend the center channels in no specific order
1) Monolith thx 360c - buy from target in case you want to return $449
2) svs prime center- $399 on svs site with free 45 day returns
3) rc263 from infinity - once sold for $199 is now $499 and out of stock.
4) Edit: added elac uni fi 3way currently on sale Amazon for $369 also free returns.
All these are proper 3 way center channel speakers.
Then you can get one of those receivers from Costco for $500 and spend rest $500 on any decent speakers that you can find for that price - jamo, jbl may be.. The wires, plugs, mounts etc will also add another $100.
