IMO, youre better off getting more actual fertilizer from regular turf builder *or any other brand* and then manually spraying weed killer on the offending plants using a pump or backpack sprayer. I spend no more than 5 minutes a day walking around with a pre-filled sprayer and just give any dandelions a quick spray over. Because the spray is wet by design, I dont have to worry about the salt not sticking to the plants.
I also wouldnt worry about what "step" a fertilizer is for. Its the NPK rating which really matters. You will have no issues using "winterizer" fertilizer in the middle of summer. But again, expect to apply your own weed killers (and grub killer, and misc insect killer)

Question as I'm a first time homeowner. I have lots of weeds growing, what's the most effective way? Uproot and put this stuff on my lawn?

You already have EMERGED weeds so you need a POST emergent herbicide something containing 2,4D like roundup while they are actively growing. If you live in country area you can probably just burn your lawn instead of throwing down expensive toxic chemicals.
For next season you would need to apply a preemergent to prevent from germinate and emerging.
There's good groups on Facebook/Reddit/YouTube for understanding this all.
