I've noticed when Fiskars bundles tools they tend to be lower quality versions of their better quality tools. Was at Target the other day tempted by a multi-tool pack but upon closer inspection they used a lower quality metal in the 3-pack than they used in the individual tools.
Not sure if that's always the case, but it's my working assumption at the moment.
I've owned this set for a couple years and it's good quality. If you have issues with Fiskars stuff the lifetime warranty is painless to claim, they'll just ask for pictures and send you a replacement free. Can't go wrong with them!

I have been watching a similar set of bypass pruners on camel camel camel and got an alert for it being 13 bucks. Almost bought it, but now I get the bypass pruner plus two other tools I need for only 12 bucks more. Thanks!

Maybe. I paid more than this for just the lopper on Amazon 4 years ago and it's still great. I'm tempted to check it out to see if it's like you say.
Looks like unavailable for shipping and very limited quantity. Unfortunately for me closest store with some in stock is 20 miles. I might have to see if I can work it in to a trip! Thanks OP.
