If kept low, they help. For example, on the ground or floor where you are sitting. They are useless on top of a picnic table. The goal is to help prevent the mosquitoes or other bugs from detecting you. I used to be skeptical, until I figured out the best way to use them.

Here are the findings of the study refering to citronella candles:

The citronella candle combined with a human subject attracted slightly more mosquitoes that the human bait person alone; however, this difference was not statistically significant. We found no indication that such candles repel Ae. aegypti females.

It also states the 40% DEET worked the best out of every product they used in the study. I was really surprised by that because I used to swear by ucalyptus based repelents. Now I will have to rethink my approach to skeeters during the summer.

for the love of god, if you have a wooden deck please put the lid back on these things when done. Once the rain fills it and the waxes dribble down the handrail and onto the deck it is a PITA to remove. Shockingly, sunlight and high heat make these things melt too. oh, and keep the tiki torches and the refilling of them away from your wooden deck too.

For those people saying "well, I have vinyl so I don't have those issues", don't make me laugh. I can refinish wood, I can clean your pvc deck, I really can't restain your pvc deck and they do stain.

This is not true. They do not interfere with mosquitos' ability to find and bite. It's been well-tested that the fumes, aromas, and other ingredients have no effect. It's been tested in many ways, both in candles and plants and by extracting separate elements of these candles and plants.
