The stagnation in advancedments affects each maker separately. For a while Intel was making small increments in advancements while AMD was making huge strides. Now Intel is making the leaps (look at 10th vs 12th gen i3 for example, almost a 40% jump in performance) while AMD has slowed there advancements between releases.

Also, the actual release MSRP of 30 series GPUs was lower than 20 series and performed much better ($400 3060ti > $700 2080 super). They were a performance bargain before the scalpers went wild. Accounting for inflation, this card is not really marketed higher than the older generation - it's about in line for it's performance. Rx580 4gb was $150 or so in 2019, this at $200 which offers slightly better performance is about in line with inflation and market conditions.

You can ignore the paragraph rant about how it's better on pci-e 4, it's about a 10% or less difference and highly game and resolution dependant. Don't buy a used card that was definitely mined on unless you're willing to throw your money away when it artifacts once it warms up.

This is a great card if you're not doing a lot of gaming and your previous card (which was worse anyway) stopped working during a pandemic and you're now running off of integrated graphics instead.

That being said, still not worth $200. This card, pre-pandemic, either wouldn't sell, or it would sell for about $70. The inflation due to crypto mining and resource availability has caused manufacturers to put out polished turds as gold. This card can run some games at decent frames as long as they're not graphics intensive. Don't expect much though.
