Open Samsung Pay and go to "cash back awards". Locate or search for Samsung then click "Earn cash back as Samsung Electronics"
That will open a browser window with Samsung Pay. Now log in to your account and make sure your cart is empty. Then add the watch to your cart. Make sure your watch configuration only shows the Google Play Store offer under "Gift Offers". If it shows a charging dock or free band, you must select a different band/color combination
When you go to your cart you should see a popup that says:

It worked last night for my order and I just tried it using google chrome on a pc and changed the user agent.
In chrome, right click on the screen, select inspect at the bottom, click on the 3 dots when the console opens, click on more tools, then network conditions and look at the bottom, uncheck the "use browser default" and enter the user agent already posted.

yea, I had the LTE classic 46mm in the cart for 207 (other discount applied) and decided to remove it and check price on the non LTE watch. Now nothing is working, lol
Edit: works again when I tried different ways to add watch to the cart. Though Gov discount is the same at $183 for classic 44mm non lte.

Edit: Finally got it to work, wasn't easy but was somehow able to add a normal watch to cart and it had the right price.
