I have it on my Amex Blue. Amex only shows 100 offers on the page. You might want to add other offers and bring the number of offers on the page below west below 100. Logout/login. PIA unfortunately.

I did have Spend $20 or more, get $10 back BPme mobile app
No clue how to use that though, making it difficult by using an app to redeem.

I don't install mobile apps. They're simply a way for these companies to spy on you. Security on mobile phones is horrendously bad and there's little to restrict them. (If you don't believe me, get on google and do some research).
If there was wifi at the place you need to use the app, you could install it on an old burner phone (that doesn't have phone service) just to get the promo, then wipe the phone to factory setting. But that's a lot of work for a small amount of money.
It's not really even worth the time spent reviewing AmEx's offers as you're unlikely to find one that (a) you'll use and (b) offsets the value of the time spent searching.
