Most likely. In my experience, TSA is more likely to open a bag if it has non-TSA locks on it.

In my experience, they will cut the non-TSA locks. However, they've even cut my TSA-approved locks. I believe it is quicker for them to cut it than to look for the master key number that is designated to that model lock. Although my TSA locks were always cut in Detroit, so maybe it depends on the staff at the specific airport?

They make it clear they can/will still still cut locks even if tsa approved at their agents discretion.

I think it's just faster/easier.

The real pro of using a lock isn't really to keep people out. It's preventing conveyor belts from rubbing against the zipper and potentially opening the bag.

A lock or every dozen flights is a good preventative measure.

Zip tie works too, but you have to remember to keep scissors in the bag in an unlocked compartment, and some countries remove them even in checked bags. So locks are better in my mind.

I don't use them for luggage.

I do use them for a super basic lock on my outdoor gates.
They hold up to weather very well.

Gym lockers. Only takes a tiny deterrent and there's just used sneakers in there most of the time anyway.
