When pre-builds still cost less than building your own, yeah it kinda is.
I built a similar machine for $1420 before tax and $25 MIR, so it was about $1395 before tax.
The 3 key differences were a 3070 TI, Gen4 NVME 1TB drive, integrated WiFi, and no OS. Otherwise, it's practically the same machine.

It is saying systems with RTX3080 will take 10-11 WEEKS ADDITIONAL lead time to ship. Granted it was a year ago, I thought the expected ship date that was displayed when I ordered would have been accurate (which was yesterday and it still hasn't shipped).
I'm tempted to do a charge back. I'm not so sure this is a deal if you have to potentially wait 3+ months for it to ship. By then who knows what a good deal will be?
