Enrollment limited. Must first add offer to Card and then use same Card to redeem. Only U.S.-issued American Express® Cards are eligible. Limit 1 enrolled Card per Card Member across all American Express offer channels. Your enrollment of an eligible American Express Card for this offer extends only to that Card. Note that American Express may not receive information about your qualifying purchase from merchant until all items/services from your qualifying purchase have been shipped/provided by merchant. Statement credit may be reversed if qualifying purchase is returned/cancelled. If American Express does not receive information that identifies your purchase as qualifying for the offer, you will not receive the statement credit. Limit 1 enrolled Card per American Express Card online account. The enrolled Card account must be active, not past due, canceled, or have a returned payment outstanding to receive statement credits. Any benefit earned from this offer is in addition to the rewards (i.e. Membership Rewards or cash back) earned as part of your existing Card benefits, but your ability to earn spend-based rewards for the purchase will be based on the amount after any statement credit or other discount is applied. I just did it and have not received an Amex notification... though with these types of deals I typically do not. Can't say 100% sure if it works, I'll update if I see a credit.
I can't tell if the deal counts the service charge or just specifically ordering multiple phones... which I did a week ago before this offer

I think amex offers do strange things with partial refunds since amex can't quite tie to refund to the original payment. At least I've found that with things like Best buy orders and returns.
People who used the Amex offer to buy the phone got the $75 credit in one shot. So I don't see why you can't get $75 credit by prepaying $150. For people like me who only signed up with Fi for 120 days to get the phone discount and selected the minimum Flexible plan for $20/month + taxes & fees (totaling $26.23 for me), plus getting $20 Fi credit for using a ref code, it doesn't make sense to prepay that much.

Thanks for answering my question. I plan to use my existing iPhone and just resell the s22, but the promotion details says the phone has to be activated on the account purchased the phone for 120 days made me nervous

You do have to activate the phone (with the Fi SIM in it) by downloading and running the Fi app. Once you've activated the Fi phone, there's a counter (see attachment) that shows how many more days you need to keep the line active. There were posts from people who activated the phone, then took the Fi SIM out and used a non-Fi SIM in the phone, and the counter continued counting down. Using that line of thinking, I suppose you can activate the phone, then remove the Fi SIM and sell the phone before 120 days without problems. But that's just my 2 cents.

I am not sure how they are able to get by charging a full month for 2-days of service. It is not even prorated. This could be a class action.

BTW, I saw the counter in account promotion page to show how many days left, so after counter become 0 (fullfill 120 days), we can pause or port right away?

Cell phone bills are very hard to understand, even the reps get confused sometimes. The Billing Period is different from Service Period. I activated on 5/11 and the first bill was available on 5/13 for the Billing Period of 4/13 to 5/13. But since it's a prepaid service, the Service Period that it covers is from 5/11 to 6/11 (it's not explicitly shown on the bill). I've done many cell phone deals since Jan 2020 and that's how they all work.
If they were post-charging you a full month for 2 days of service, believe me many lawsuits would have been filed by now.
