That's why I originally said I think that, but I'm still not really sure what a witch hazel toner is for, and I figured that being the internet, someone might lash out and tell me if I'm wrong.

I moved away from this toner due to the alcohol and have noticed a difference.
You used different toner now? What do you use?
I have been using Dickinson's original witch hazel toner for many years, and it has made my skin softer and my pores less noticeable. I also have used Dickinson's witch hazel from first aid department to use on my face because it was a little cheaper. As I recall, the ingredients were same as witch hazel toner, and it worked same as the toner. I need to ry rosewter toner. I like to use witch hazel toner to freshen up my face after sweating during summer time. It feels really good doing that.
I don't think the alcohol is from the Witch Hazel - I think it's an additional ingredient to the Dickinson's.

Looks like Thayer's witch hazel toner has phenoxyethanol as preservative. Also, I am surprised to see it has a lot more stuff added to the toner than witch hazel.

I have a tip for old timers with asteroids (don't ask how I know). Buy regular unscented baby wipes (Sam's Club are good). Wring out the pack in a sink to get rid of the excess liquid and replace it with an equal amount of regular witch hazel. Put the pack of wipes in a plastic container to store. You now have Preparation H wipes for a fraction of the cost.
