Have you actually used both? I have the m12 fuel drill and impact driver and they are pretty shitty. The drill clutch does literally nothing, making it pretty worthless. I was thinking maybe the "inferior" non-fuel line might actually work the way it's supposed to. From what I've read it's an e-clutch problem

There is also a very awkward delay between pulling the trigger and tool actuation. As far as generally being powerful tools, they are definitely that. Build quality is ok I'd say. My Bosch set is actually better in terms of build quality and ergonomics in my opinion. I got into Milwaukee for their automotive specialty tools though, so decided to go all in.

I've heard mostly good things about both Fuel tools. I have both but haven't really put them to very intense use yet, just the driver a few times for some light work.
Normally this might be an ok deal, but it's a tough sell after coming off all the recent m12 fuel deals, where you could get fuel versions (same ratchet though) and extra 4.0 battery for $40 more

There are torque ratings for the clutch settings (different for both speed 1 and 2) in the manual. Knowing that will give you a good idea for what number you feel like you need to use.
Though I use the impact for almost everything fastening-wise and find the three speeds to cover whatever I need whether it's deemed appropriate or not.
Edit: adding torque here. This is from the manual for the m12 fuel drill.
Clutch setting HIGH (speed 2)
Small cabinet screws:
1-3: 18-22 in.lbs
Medium cabinet screws/ fine thread drywall screws:
4-7: 24-36 in.lbs
Large cabinet screws/ coarse thread drywall screws:
8-14: 40-64 in.lbs
Deck screws:
15: 88 in.lbs
16: 104 in.lbs
17: 120 in.lbs

my friend owns the non-fuel, and I own the fuel.
something about the non-fuel makes it feel kind of like a toy. I don't know what it is about it. Just my opinion, but I like the Fuel better.

I have owned all these tools and now have the brushless version EXCEPT the 3/8" ratchet. I kept the brushed version of the ratchet because the head is 1/2 the size of the brushless and in automotive work small and tight is the key the majority of the time in the engine bay. The brushless drill and impact (I have the 1st editions) are quite a bit more powerful and worth the trade up. The brushless Recip saw is the biggest upgrade tool in this set IMO. Cuts so much fast than the brushed! This doesn't mean this set is junk at all however I believe if your patient you can get the same tools brushless on sale for just a little more.

The 'new' high speed m12 fuel ratchet has an even slimmer head than the non-fuel, so that is the one to get. I upgraded to it and it's been fantastic. I'd love to get the long reach 1/4" drive for the really tight spaces

I haven't seen the high speed ratchet in person as of yet. Looking at the specs it delivers 450rpm and 35ft/lbs torque vs 250rpm and 35ft/lbs torque for the brushed. Looks like torque is the same but speed is higher. I will have to check it out in person at Home Depot. I would love to do a side by side comparison to "feel" how much quicker 200 rpm are.

Not only to match your original position 99% of people wouldn't notice the difference between brushed and brushless unless they actually use these to make a living.
I bought into the Ridgid 18v tool line three years ago just because they had a holiday deal similar to this one. I would buy this today if I did not already have a set of Craftsman Nextec 12v tools from about 8 years ago. They are the best finesse tools that I've ever owned. I prefer using them instead of my 18V tools because often you simply do not need the power of an 18V tool to get the job done. I used the 12V Nectec to hang a door a few years ago and they were great.
Bushed or brushless, my guess is that the average DIYer would never notice the diff. Good deal ...
