I have a 14". I haven't drained it completely, but I drain it partially (below the skimmer port) before winterizing it. The water drains slowly enough that it doesn't create a flood, for me at least. There seem to be different schools of thought, but I went with the one that says taking it down each season can increase the chances of scratching the paint on the frame (leading to rust) and damaging the liner.
It's a bummer that chlorine is so expensive now.

Make sure you install on a flat surface. I didn't last year and it began to leak along the downhill seams due to the extra weight/pressure.
If installing on the grass at least put a tarp underneath or else you will have a grass thatch attached to the bottom that you can't get off.
