1 tbsp ground per 3 oz of coffee. Is another way to say it.

Yes, but it's easier to calculate 28oz of ground coffee (about 800g) divided by 10 grams/cup to yield an approximate number of cups (80), rather than tablespoons per package. I believe it's about 5g of ground coffee per Tablespoon. 3 oz might be a bit small for a cup of coffee.
