There are eggs in your rice. The slower you eat the rice, the more the eggs hatch and populate (and then lay and hatch more eggs). You can absolutely find handfuls of bugs in old, oversized bags of rice.
If you're going to buy 15 lbs of rice, do yourself a favor and FREEZE THE ENTIRE BAG OF RICE FOR 7 DAYS. Once you do that you kill all the eggs.
You can then proceed to leave the rice outside of the freezer, while also being sure to seal it from air and insects between uses. I recommend a gamma container.
There are always bugs and eggs in your rice. Washing your rice increases your chances of being able to remove them, but does not guarantee. If you want to find out if you have any bugs or eggs in your rice, just steep it in water before using it. The bugs float.
All the above also applies to flour and other ground grains.

Keeping processed basmati rice for years on shelves won't age it. The rice with bran is aged and when it reaches an appropriate age, it's processed.
It is the same as keeping a bottle of whiskey for years will not age, the whiskey has to be kept in barrel for aging
