Most of these hitch pins are defeated by placing a bar over the pin, and then using the leverage to snap off the lock portion. This model is smart to make the lock side short and bent at 90 degrees.
No security measure is foolproof. The primary purpose of these is to make a lazy thief move to the next vehicle without one.

I'm in south Carolina and have had the same issues with no salt or anything on roads
P.S.,) I wouldn't buy this if I didn't have an angle grinder to cut it off after the lock corrodes and no longer functions.
I'm in North Carolina and have one and have had no issues with it at all.
edit: never mind. mine is slightly different. mine has a rubber cover to cover the keyhole

same rust here, but i just spray a lot of wd40 inside the lock, once a year. its rusted on outside but key still works great after 2 years of 24/7 use in minnesota, including winters with salt on roads
