VA is cheaper to manufacture, has higher contrast, and has deeper blacks. it's better than IPS for low-light situations (dark rooms). it has higher ghosting and black smearing (again, in general), which is not ideal for fast paced games.
IPS tends to be better for color accuracy and usually has a faster response time. it's the preferred panel for gaming. usually more expensive than VA.
there are exceptions to the rules, of course, like the samsung odyssey g7 (VA panel but one of the best for gaming). i recommend looking for reviews for the specific monitor in consideration, as generalizations can only go so far.

The Costco one has USB ports but refresh rate isn't as fast this one. Also i think the Costco one came out in 2020 and this one in 2021.
Oh i think this generally comes with 1 year warranty but the Costco one comes with an additional year.

one monitor feature that may or may not be beneficial is blue light filter to reduce strain on the eyes, since office work usually means extended screen time. it may help some people but to others, it might just be a marketing gimmick. one example is BenQ's Eye-Care.
