This is nothing new. Any "outlet" or "factory" store typically differs from the regular retail store. Most of the items are made for the outlet stores and quality is a step down. Operations are different. Think of it as another Gap branch/brand, such as Banana Republic and Old Navy.

They are two separate entities, one that makes lower quality clothes than the other. They may have the same parent company but they are not the same

But the tags just say 'gap,' so when returning things, know whether you purchased your item from gap or gap factory.

If you're going to have 2 different 'entities,' maybe make them have different tags on them? At least have one say gap factory?

But yeah, act like it's obvious to know when you have a shirt you bought from gap, that you can't return it to gap when the tag just says gap...

This has always been their policy, which is common for most retailers with outlet /factory channels. Gap and Gap FX are 2 different brands & divisions; their systems are not connected -- so if you were to return an item to Gap store, the associate would not have access to the product information/SKU. Prior to the pandemic, returns for Factory orders was a huge dissatisfier because customers were responsible for the cost of sending back the item or drive to a Factory Store location.
