If you made it through unlocking (and possible firmware downgrade), go into the engineering menu and swap the imei to something different (aka an old phone imei that you own) and try it again. Mines didn't work either with a phone sim (it was fine with a hotspot sim) until the imei change.
My dad has some property in a rural area that he seldom visits. He didn't want to pay monthly for internet for a place he rarely visits so he tasked me with looking for options. The place was also broken into two times in a span of two years. I ordered two T-Mobile hotspots(both Test Drive units which were Coolpad Surfs at the time), and activated both (one at the house and one in the barn) and tried it out for 30 days, worked very well in the house where the signal was strong, less so in the barn.

It was a no-brainer to keep them after the trial period so went to a T-Mobile store, bought two sim cards, activated both on $10 2GB prepaid plans, and both have been working great since then. One was originally activated in 12/2019 and the other in 1/2020. Each unit has 3 Blink XT2 cameras connected to them.

In 3/2020, we caught the thief that was breaking in. A kid living behind the property who was known to police. Anyways, for $20 bucks a month, it's more than paid for itself and brings peace of mind.

I doubt they ship T9's for these any more. Last time I got a newer model already.
