The term "IPS" was used by LG and Philips when they developed the technology and patented to them. So only Panels developed by LG directly or OEM licensed to produce it, can use the term "IPS". However, other companies have their own implementation of the technology. For example, Samsung has PLS (Plane to Line Switching), AU optronic has AHVA (Advanced Hyper Viewing Angle) and all of them can deliver similar performance as a LG made "IPS".
So, when Laptop OEMs use panel from other vendors not using LG's technology, they use the term "IPS Like" or "IPS Type" or "WVA" etc.
