The stronger I7 CPU is obviously better for some uses as well, so is up to you what you want. If gaming is number 1 use for you, stick to the L7.

edit: looks like tdp May be 165w for the 3070 ti
Since the market of GPUs is crashing, wait a bit more you will get far sweat choice.

I'll run some benchmarks when my Omen 17 3070 TI comes in, my guess is the Omen will actually win because of the unfair thermals and best-in-class thermal design on the 17" model, but we'll see.
I'm not sure where you're getting that the Omen 17 has "best-in-class thermal design." It's adequate, I am sure, but it's missing one vent compared to the higher-end laptops that have 4 vents. Furthermore, it is using standard heat pipes, whereas the Legion 7 has a vapor chamber.
I have no doubt that the Omen here will trash the Legion 7 in CPU tasks, but for gaming, I doubt you'll see significant improvements. The 3080 and the 3070Ti are roughly comparable, but the Legion 7 has more VRAM and more thermal headroom to avoid throttling cases.
