I drove for 20 minutes to a Best Buy the other day just to be told that my phone (Z Flip 3) was not on their trade in list, even though I said I did the same deal just a week ago at a different store. I argued for 20 minutes and didn't get anywhere, so the next day I went to a different store and got the deal in less than 10 minutes.
Not all Best Buy employees are trained the same, so don't be discouraged if one store says no, and just go to a different one.
Then, they may believe you but have trouble figuring out their system. When they pull up the model for the trade in, they have to go past the initial screen. When they do, the promo should show up. Then it's going to ask them for the promo code. That code is literally SAMSUNG. It's nowhere to be found otherwise.
I've traded in 3 phones under this promo because of the high values they're offering. Each experience varied.
1) First store did it without issue once I balked at the low trade in and mentioned the promo. He knew everything.
2) Second store couldn't figure out where the promo was and is responsible for the info I provided above.
3) Third guy refused, said they don't do trade ins and when shown the promo called his manager. Manager said Best Buy would have to be stupid to do this and refused. Lol. This was the same store as the first time, just different employees. Went to another store and they did it just fine.
Point is, the experience will vary widely depending upon the knowledge level of the employee. Just be polite and patient and stick to your guns. Most of them just aren't aware of the promotion or familiar with how to do it. One manager was so happy when I told her I thought I knew the promo code that she fist bumped me and thanked me profusely twice. Only one guy was a complete @$$.

This current Samsung TIV promo towards unlocked purchase at BB flyer page was introduced at BB at about the same time as S22 series/S21FE launches (and probably derived at Samsung before those launches). . .so they didn't consider to add them to the ad flyer. Similar to on Samsung website, there normally isn't an option to trade in a phone that launched after the phone or tablet you are trying to buy, even if the new phone is a higher priced one than trade.
So in this instance, you can oddly trade in a phone on the purchase list (i.e. the Z Flip 3) which is also on the trade in list at $800, because it launched what 9 months ago. . .but S22 series is nowhere on the trade in list because of more recent launch
The previous similar Samsung TIV promo @ BB flyer originated what 6 months or so ago, and didn't include the S21U. . .but if you went into BB store, you got the highest TIV, if the rep spent the time to find the phone on Trade portal and enter promo code.
Same should happen here, at least for S22U. should be $800, though do you want to do that? The trickier ones are where the S22 base and S21FE land? Have to go into store to find out, as there is no written evidence of it. My guess would be $600 and $450 lol. . .Bottom line, some phones not on the list will qualify, but you need to go in and find out, and if they say it's the same value as the standalone TIV, that is not right. . .
So a visit to the store and having to deal with some clueless employee, when I'm just as clueless as said employee, is a recipe for disaster. Unless I'm driving right by one store, and have free time to waste, this seems like a frustrating endeavor.

Except that, after checking T-Mobile's website and their current promotion, the TIV for the S21FE there is $600. But they are not being as generous as BB with the $400 drop on top of the trade. Another quirk is that while Bestbuy is offering $450 for the regular S21, T-mobile is offering only $280 for the same S21. Sooo... I'm probably going to do what you suggested. There's a decent probability now that if BB accepts the S21FE, the TIV will be north of $450. Maybe even $600. Which at that point, I would bite. After all, $299 for a phone I don't need seems reasonable
