I got free shipping but was charged $1.99 surcharge. I also had to remove the current promo (15% off) to add 40SITE.

Yeah if a promo carries over it needs to be removed but the surcharge is perplexing. Here is screenshot just before submit order on mine: http://vvcap.com/BXTOdrNb8

Could it be tied to the items in your order, or payment method?

Yeah, it states that surcharges are possible because of order weight. Mine weighed 19 lbs.

The prices are good enough that the surcharge is acceptable. I saved a lot compared to Walmart and Amazon SxS pricing.

Another place that has good prices on bob's red mill products is iherb.com, there is usually new customer coupons you can use also

There is a default sitewide promo code that applies to most items - so when you click on a item and look at it, that is the price after a smaller discount. After adding the item to cart and using 40SITE, you can see the 40% off the list price. Be careful since 40SITE can get overwritten by worse promo codes when you add stuff to cart.
