Wet and storage in a drawer doesn't go well with toothbrushes. Throw it and buy a new one.

sounds like hard water, Hit it with vinegar to get the calcium buildup off. The brushes should be left out and standing upright so they can get airflow and the bristles dont grow funk. Shoving a soaking wet toothbrush in a drawer is not what most people do with a toothbrush,

Lol well.. it ain't fuzzy or green. And it's not uncommon for white plastic to discolor.

I just wouldn't get white again if black doesn't discolor (or appear to discolor, still might but since it's black you can't tell lol)
