Maybe if I elevated it off the ground, my dog could get his jaw underneath it. Although, my dog keeps trying to push everything with his snout, and can't comprehend to try pulling anything. We definitely need some extreme training sessions to teach him how to solve it.

This 100%. My 2 year old uses his nose for everything and does all the level 2 fine, but can't get him to pull the handle. We just got a pup that uses his paws and not his nose so may try it out on him but he's only 4 months old right now. His level one he prefers the white blocks to the treats…
