When using a laptop with 4GB of RAM or less with a modern OS, enabling RAM compression will make the laptop more usable.

On Windows 10/11, RAM compression is on by default if you enable swap (you'll see this in the Task Manager's Performance > Memory section). However, AFAIK, the Windows implementation requires storage backing and will periodically swap to disk (which is when you notice slowdowns the most).

On Linux, enable ZRAM swap with ZSTD compression (fast with a 1:3 - 1:5 ratio). The Linux implementation works much better than Windows. ZRAM swap does not need storage backing & will avoid slow swapping to disk. However, if you want, you can have a additional swap file on disk. Just set the ZRAM swap priority to 32767 so that it is used first. I recommend you set the size equal to 1.5 times your physical RAM. On a 4GB system this would be 6GB and you will get an effective ~8GB of RAM (2GB uncompressed + 6GB compressed).

That is a good recommendation. I got that laptop a couple months ago for $229 and even though Lenovo said you can add an 8 GB module for 12 GB ram I added a 16 GB and it worked for 20 GB and it works just fine. It's snappy and quick and I can have multiple applications open and it doesn't bog down. For the $280 I have into it I have no complaints.

Very much depends on what you mean by a "website". If you mean learning how to build an interactive website/webapp as a learning tool, then yes absolutely. If you mean learning how to do web DESIGN that includes generating mockups of graphically-intense websites...probably not worth the effort, as by the time you get the tools installed for that, etc. you won't have much space left and it'll be pretty slow.

Basically, if they're interested in the coding/development side of the web, this is a great starting tool. If they're looking to do more of the design/creative side of the web, probably need something with a bit more oomph.

The Intel variant have an 64gb emmc soldered and an M2 2242 slot up to 256gb Not sure how accessible but I am taking a chance. like someone else said small 128 M2s are very cheap.

It looks fine to me for the price. Faster than the N4020 which has been featured a lot lately, or even the N4120. It's the RAM that's a problem, and the storage needs an upgrade if possible.

What is all this about the CPU? It's a dual core Zen with a Passmark of 2700, and that's higher than the Pentium Gold 6405U, which is a Comet Lake CPU in the same class. Not an atom chip.
