If you can find this in stock, it's a great deal and gets you most of the way there. This is more than enough power for things like assembling furniture and household projects.
The only thing it's not great for is actually drilling into the wall. For something heavy, like a TV mount, you typically want to find a stud, drill a pilot hole with a drill, and then use this to send the screw in.
The good news is that this gets you into Ryobi's ecosystem for $25, and it shouldn't be too hard to find an 18V drill at some point at a really good price.

In very, very Basic terms: A Drill is for drilling holes. Impact driver is to Drive screws.
They're like peanut butter and jelly; best to have both because they work so well together.

Impact drivers differ from drills in that they deliver an impact force while turning. This helps to remove and insert screws and bolts without stripping them. As far as I know or have experienced, while some drillbits with hex shafts fit impact drivers and seem to work fine, there is no advantage to an impact driver vs a drill when drilling.
One other note is that while drills have a torque control for screwing into soft materials, impact drivers don't. You also need to buy impact rated bits and sockets, as the force of the impact driver can eventually damage other bits and sockets. Additionally, it only accepts attachments with a 1/4 inch shaft, so things like round drill bits won't fit.
I do moderate DIY projects around the house and use this impact driver and the matching Ryobi cordless drill. I usually put a drill bit in the drill, and the bit for my screws in the impact driver. I've used this for things like minor work on my car, screwing lag bolts and Tapcon anchors into pre-drilled concrete, and various woodworking projects. For basic applications like that, it's worked perfectly and significantly reduced the number of things I strip out.
If you're often working on larger machinery like lawnmowers and cars, having the 1/2 inch drive can be useful because it's a more solid connection to larger sockets. For anything around the house, this is perfect.
