DLSS is indeed great. But it's most useful for lesser power cards struggling to stay close to 60fps. With AMD and FSR 2.0 gaining a lot of traction and it works on every GPU, good chance this will be the second coming of gsync versus freesync and how that played out.
Buy what's affordable and does what you need.
I would suggest atleast a B550 or X570S, I tried a 5800XT in my old B450 and it had a power problem afterwards. These last gen GPU's are very power hungry and in my opinion need a strong MOBO to go with them.
If you are playing 1080p there is no point in upgrading yet. It would just be for giggles. I would only upgrade if you are trying to push 1440p to above 144hz or 4k 60-120hz.
I am personally looking for a card that is best bang for buck that can do 4k at 120hz. So far the 6900XT is winning as the price keeps lowering. I am having a hard time deciding myself if I should buy the Microcenter $699 6900XT Red Devil or keep waiting for it to go down further.
If money wasn't an option, I would get the xfx Black Merc316 from Newegg for $799. That is the best model of 6900XT. If that model drops to $599 I would pull the trigger in a heart beat.
I also just picked up a Open-Box MSI 6900XT from Microcenter today for $598. Its condition is unknown, I have to test it tomorrow. It came without a box and sticker residue on the top side. I am not very positive about this Open-Box as of yet. I might just run it to see the FPS in my game and return it.
As far as models for performance goes:
6900XT models I have researched so far..
(Base clock/Boost clock)
This model is 2100-2300mhz (I did not research this one yet)
Red Devil is 2100-2300mhz (good cooling)
MSI is 1900-2300mhz (Has hot spot and lowest base clock)
XFX Black Merc316 2100-2400mhz (top performance, cooling and best looking imo)
Gigabyte (I have not researched yet)

Depends, hardware and software implementation still isn't there for RT. Maybe another generation or two later and a lot more developers signing on to make it worthwhile.

3080ti to 3090 raw power. ray tracing 3070 to 3070ti performance. No DLSS but has FSR which is a bit behind Nvidia.
