I bought these the last time they were in stock at this price and the packs were not good. Might've just been bad luck but across the two sets I only pulled 4 holo's beside the Urshifu's. Definitely wouldn't recommend this pack.

Are hit rates based on the pack type or the box they came in?

I try to buy my kids boxes/tins at the 2.50 per pack price but I can't figure this part out. They are little so they just want special cards even if the special cards for that set aren't worth a lot.

Unsure. I see Fusion Strike everywhere though, when retailers are sold out of everything else.

Fusion Strike accounts for half the packs with eight total between both boxes.

You would not be able to buy Fusion Strike at $2.50/each normally, so I would consider this a very good deal. If you don't account for anything but the packs, which are 8 a box ($2.50 each as mentioned), single boosters go for $3.99 usually, and even a good sale on an elite trainer box will be around $3-3.50 a booster. Consider that Evolving Skies is a bit sought after and usually carries a small premium, it's a great deal for this 2-pack.
