I was with them for 20+ years and finally left them in 2021 when they wouldn't offer anything reasonable. These prices are likely just in markets where consumers have choices. Thankfully, many can get home internet from Verizon or T-Mobile now and it is putting pressure on AT&T and cable companies.

Edit: Based on comments so far and Spectrum requirements to enter your exact address in order to see rates, it is possible you might only see listed rates if your address has had Spectrum/Charter service in the past. Actually saw this price via Facebook ad. So, unless FB shares exact address with advertisers, they wouldn't know I had service before. If Spectrum is the only option in your area, no reason for them to offer these rates. This is very address dependent.

TLDR; you used to be considered a new customer if you cancelled for a month.

It was a HUGE pain to switch from them before mainly because I had used their charter email service. Had many things tied to that. Best way is to tie things to email addresses that are not tied to your internet service, but that wasn't as big of a thing back in the day.
