For budget bass guitars, it's tough to beat a squire. A Classic Vibe jazz bass is incredibly versatile and would be a great start. Ibanez makes some very decent starter basses that are also quite versatile, as does Yamaha. As far as quality, they'll each be very close, but I feel Squire edges the other two out just slightly.
