Thought this might make a good filler for anybody trying to add items for free shipping. Also doesn't hurt to have these for an emergency.

Must be based on zip. Still seeing the 1-pack in 28339.

A lot of these orders are getting shipped direct from store, so doesn't surprise me that sometimes items show OOS.

Correct. But it's a good price for the item. Also nice to have these, for example, in case of a roadside emergency while there's a storm. Plus, it can be used as a filler for free shipping. Say you have $33 in your cart, but need $2 for the free shipping, you can just add a couple items like this to hit that number.
