There are now two tax websites that use Paypal - payUSAtax and ACI Payments. Their commission is ~2%, so if you pay $1500, you'll net $45 per card ($1500 X .05 - ~$30 fee).

You can also login and check for offers against specific merchants (for e.g. AT&T, Office Depot) with varying time limits in your account. I think it varies depending on your accounts.
I think that's a visa thing. Those similar offers are available for Visa credit and debit cards.

Best imo is still Amazon 5% back, but Paypal is also great. So many merchants accept it, that you can almost nearly almost get 5% on purchases unless another card elsewhere has a better perk. Great deal

Those of us who had have done that before, could you please share whether we would also need to fill out the 1040ES or some other forms prior to making the payment or the process only involved going to the above link to enter in a rough estimate amount we want to pay and nothing else is required?

No need to fill out the 1040-ES form, just a rough estimate of the amount you want to pay. A few weeks later, you'll see the payment made on the IRS website when you login. Then, at tax time, on the regular 1040 form, there is a line where you'll enter all the estimated payments you have already made.
