At least they have the wherewithal not to charge for the game and have micro-transactions for everything. You could spend hundreds of dollars on The Sims 3 and still not have everything.

Yes, absolutely. I don't have all the add-ons and I never buy stuff packs and I can't get enough of Sims 2 and 3. I haven't played 4 as much, but I'm certain that Sims 4 is as enjoyable for a substantial period of time without having to buy add-ons, especially stuff packs. It's eventually nice to get a DLC, but not for many, many, many hours of play.
I should be clear that I don't feel that way about the mobile Sims games - Sims Freeplay or Sims mobile. Both eventually require money, no matter how much you try to earn the things in the game. It's their PC games that can stand on their own. I know less about the Sims on other platforms like Xbox. Maybe there, stuff matters more. I haven't been impressed with previous versions of The Sims on Playstation or Wii, though The Sims 3 on Playstation 3 comes closer to the PC experience. So, the need for buying add-ons might be highly dependent on platform.

So I don't have a powerful enough gaming pc, but if I get free games from epic and such as this, would it be possible somehow transfer and play them on a nvidia shield 2017 version or google stadia?

Google stadia requires separate purchases. As far as I know the game isn't sold on Stadia. Geforce Now links to PC game stores so if you own games on Steam or Epic and they're supported you can play it via streaming. It doesn't look like Sims 4 is available via GeForce Now at the moment but that may change in the future. If you have Xbox GamePass then you can stream most games that are part of the selection from there. From what I can tell that includes Sims 4. And since you'd then have EA play you'd get the upgraded version that includes the Get To Work expansion.
