For anyone wondering whether this is to clear out stock in time for the next edition they announced just last month: arguably yes, but the rule changes also need a reasonable amount of time for playtests. So the articles I'm seeing linked from Wikipedia (citing Inverse and IGN) claim the new books won't be on shelves until 2024.
My 4 and 7 year old love flipping through my Monster Manual and playing a game called "How would that kill me?"

I'm throw this out there. I've never played. I have always wanted to play. Is this the budget friendly and easiest way to to jump in? I would appreciate some insight.

The starter sets they have is the cheapest and easiest. There's also free rules you can download online at their site to make it even easier.

In some ways, yes.

There are basic rules for free. Or pick up a Starter set for probably under $25 now (Green dragon on the cover - has a good intro campaign and explanations)

But to expand or fill in more of your own homemade sessions, this set will have everything you need to really jump in and get some helpful resources for the DM to plan their own worlds, and a PHB will cover a lot more of the basic player resources and options.

I wonder if the release will be Winter Fantasy (my guess), Origins, Gen Con (historically here), or just a random Tuesday.

No, buy a starter set, or the essentials kit. It's everything you need, nothing more. Although I would add a player grid and some dry erase markers.thst goes for all options. essentials comes with a player screen, starter kit does not. Starter kit has a campaign ready to play and premade characters (you can make your own too. essentials is a little less ready to run. If you buy this you won't have dice, or a campaign, you would need to write one or buy another book. It will also be an overwhelming amount of info, probably 600+ pages vs +-50 in the essentials or starter kit.

You don't need any of this to start for the first time, only if you want to DM specifically. If you're wanting to try for the first time I would say visit a local hobbygroup or and online discord channel and join in as a player. You can use things like DnD beyond with the basic set-up for free, and in person you'll be depending on your DM's rules anyways.

Just a quick buyer be ware: They are coming out with new rules next year (D&D one). It will make a lot of what is in these books obsolete. So maybe that is why they are emptying inventory.
