As for New York, it's unclear why these can't be shipped there as NY does not appear to have similar regulations, but maybe there's something else about these bulbs that prohibits them from being shipped there.

But then the light died.
It'd have to be pretty dang cold for plants not to thrive though, especially under a grow light
If anyone knows of drivers that are much less inefficient and cooler burning and that come in fixtures under $100, please message me. I have to use indoor lighting during both winter and summer, and I soon will be paying my individual electricity bill 💸
here is one amazon review for these grow light bulbs:

5000-6500k shop light on a rack and you'll sprout anything you want. Different plant stage requires use of a certain light spectrum , use Google.
No worries on a cold apartment. Most plants do well at room and cooler temps. Just think about where your plants originated from.
