When they were normal price, they were found next to the sinks at my store.
On clearance they were sitting on a pallet at chest height in the hardware (batteries, generators, etc).
That said, store layout is up to the managers discretion, so YMMV.

Got it for that price two weeks ago here in WA. Great price I believe and very easy to install. Got one in the laundry room and another in the children's bathroom for towels.

These have been $9.97 at my warehouse in Columbus for a couple months. The display looks and feels incredibly flimsy. Not sure I'd trust it for anything more than 1-2 pounds.
