Maverick is $14.99, so I only got $5 off. I think the total needs to be "over $15" to get the $10 off to work. Not sure why some people have $1 in sales tax on a digital movie. I'm in Missouri and I didn't get charged tax.

I believe PayPal only sees the exact amount Google charge to PayPal, so whether it included tax or not on Google Play's checkout it shouldn't matter.
Special notice to movies / tv shows purchasers:
If you see on checkout it said 14.99 + tax on mobile, you can click on the +tax area and Google would tell you whether it actually charge you tax or not.
If it said no tax, then you'll only able to get that $5 off $10 purchase, not the $10 off $15 purchase. Find something higher value to buy instead of $14.99.

Not the poster but I did yes. Make sure you got both offers set up in PP. In Google Play, change your payment method to PP. You wont get any confirmation on check out but your PP transaction will reflect it.

Other people had reported success with $14.99 purchases above in comments. Seems to be YMMV or state/tax dependent
I apparently wasn't charged tax so it didn't go over $15. Not sure why I didn't get charged for tax though
