Checkout using Paypal as the payment method. It should be listed with your other saved payments. The Android payment page should not show as a separate listing for Google Pay and Paypal.
Purchase must be at least $15 after tax in a single order.

Your $14.99 purchase not being charged tax? Change your Google account's primary billing address(In the Settings tab on pay.google.com) to somewhere it does, such as New Mexico.
There is no option to use Paypal to purchase Google Play credits.

Basically, Google Play Store interface is a dumpster fire of user-experience, but this does eventually work, as OP stated. Good find...Google, for the love of god, fix your UX (maybe spend less time building random projects like Stadia, only to shut them down a year later).

I added PayPal to my Google Pay [google.com], and then made an in-game purchase with PayPal as the checkout method, and the promotions applied. (You can't see that the promotion works until after the purchase by going to your PayPal activity.)
If you have multiple PayPal accounts, you can add the 2 promos to each PayPal account, add each PayPal account to the same Google Pay account, and do this promo multiple times. I tested it and it works.

Special notice to movies / tv shows purchasers:
If you see on checkout it said 14.99 + tax on mobile, you can click on the +tax area and Google would tell you whether it actually charge you tax or not.
If it said no tax, then you'll only able to get that $5 off $10 purchase, not the $10 off $15 purchase. Find something higher value to buy instead of $14.99.

Other people had reported success with $14.99 purchases above in comments. Seems to be YMMV or state/tax dependent
I apparently wasn't charged tax so it didn't go over $15. Not sure why I didn't get charged for tax though
