This was SUPER confusing, but I did get it to work. You basically have to add both those offers via PayPal, go to the Google Play Store, buy something and PAY USING THE LINKED PAYPAL ACCOUNT, just go on blind-faith that it will work (not reflected anywhere during the checkout process), and then when you get a receipt you'll see that you paid whatever the price of the thing was minus $15 and then it automatically withdraws from some other account (didn't use my preferred one).

Basically, Google Play Store interface is a dumpster fire of user-experience, but this does eventually work, as OP stated. Good find...Google, for the love of god, fix your UX (maybe spend less time building random projects like Stadia, only to shut them down a year later).

You can ask refund via "google play purchase history" then select "Bought by mistake" They refunded in 1 min.

Per the terms, the purchase must be made on the website. However, I did an in-app purchase and it worked.

I added PayPal to my Google Pay [google.com], and then made an in-game purchase with PayPal as the checkout method, and the promotions applied. (You can't see that the promotion works until after the purchase by going to your PayPal activity.)

If you have multiple PayPal accounts, you can add the 2 promos to each PayPal account, add each PayPal account to the same Google Pay account, and do this promo multiple times. I tested it and it works.

I hope this helps,
Tofu Vic

Works! It works on $14.99 pre-tax purchases. I spent $14.99 on an in-app purchase and paid only the $0.74 tax! Thanks for this!!

Cannot pay with paypal it seems. Checkout page is showing credit cards only for google play credit
I see now. So it must be a single game, app, movie etc. That sucks

Before you go to make the purchase, check where it stays "$14.99+ tax" and click in the "+tax", for me, after i click that, it then says "no tax", so my guess is for me, a $14.99 purchase will NOT work. Only for those who get taxed on digital purchases
Yeah it didn't charge tax for me so I refunded it and bought the Batman instead.

You're not wrong...
Other people had reported success with $14.99 purchases above in comments. Seems to be YMMV or state/tax dependent
I apparently wasn't charged tax so it didn't go over $15. Not sure why I didn't get charged for tax though
Had no idea some states don't charge tax on digital purchases. In good ol' WA, they'll tax you for pretty much anything.

I was able to buy Nope for $5,thanks Op! 0ee earlier instructions, I just had to add PayPal to my gpay account and then checkout with PayPal. The PayPal receipt reflected the reduced price.

Not the poster but I did yes. Make sure you got both offers set up in PP. In Google Play, change your payment method to PP. You wont get any confirmation on check out but your PP transaction will reflect it.
Thanks. Worked I'm COD.

I haven't tested, but if you're thinking about a Google One subscription, I think it should stack with this offer for a free Nest Hub: https://one.google.com/benefits/p...ub_details
I'm guessing, because my Google One subscription is billed through Google Play (not Google Pay).
Not enough for $15? Looks like they will charge $2.xxish first month

I followed the instructions to the letter (both promo links), and the discount was only $10.
