This was SUPER confusing, but I did get it to work. You basically have to add both those offers via PayPal, go to the Google Play Store, buy something and PAY USING THE LINKED PAYPAL ACCOUNT, just go on blind-faith that it will work (not reflected anywhere during the checkout process), and then when you get a receipt you'll see that you paid whatever the price of the thing was minus $15 and then it automatically withdraws from some other account (didn't use my preferred one).

Basically, Google Play Store interface is a dumpster fire of user-experience, but this does eventually work, as OP stated. Good find...Google, for the love of god, fix your UX (maybe spend less time building random projects like Stadia, only to shut them down a year later).

You can ask refund via "google play purchase history" then select "Bought by mistake" They refunded in 1 min.

Per the terms, the purchase must be made on the website. However, I did an in-app purchase and it worked.

I added PayPal to my Google Pay [google.com], and then made an in-game purchase with PayPal as the checkout method, and the promotions applied. (You can't see that the promotion works until after the purchase by going to your PayPal activity.)

If you have multiple PayPal accounts, you can add the 2 promos to each PayPal account, add each PayPal account to the same Google Pay account, and do this promo multiple times. I tested it and it works.

I went with Samurai Jack, S1 (it's only in SD, though). I had tax, so it was $6.xx all in.
Might want to consider the new season of Rick and Morty (S6) also.

If you have Google Play credit, make sure you change your payment choice to PayPal. It'll default to you available credit balance).

In App works. Your pre-tax total needs to be over $15 to activate both offers. I did a purchase at 14.95 and only got 5 off since it wasn't at the next level. I then did a 15.95 purchase and got $10 off

You can check to verify that both offer took by clicking on your wallet on PayPal. They will appear under "Offers". The 2 promos should appear under the offers, I had an additional 1 from a previous promo. If you click on them they will give you the description of the offer.

For those hikers/backpackers out there, you can check out in-app purchases on the "Farout" guide app (for the Appalachian trail it was formerly guthook guides). Just purchased a $14.99 trail from inside the app, paid via paypal, and was nervous because it didn't show any discount before submitting payment, but checking paypal it now shows both discounts and it charged by card $1.07. FWIW, it did say $14.99 + tax, so unsure of whether discounts would have been applied if I lived in a state where digital goods aren't taxed at all.

Not true. I bought $9.99 in-app and taxes put me at $10.81. I got the $5 credit.
edit- I re-read your post. The AFTER tax needs to be over the $10 or $15 point.
