This was SUPER confusing, but I did get it to work. You basically have to add both those offers via PayPal, go to the Google Play Store, buy something and PAY USING THE LINKED PAYPAL ACCOUNT, just go on blind-faith that it will work (not reflected anywhere during the checkout process), and then when you get a receipt you'll see that you paid whatever the price of the thing was minus $15 and then it automatically withdraws from some other account (didn't use my preferred one).

Basically, Google Play Store interface is a dumpster fire of user-experience, but this does eventually work, as OP stated. Good find...Google, for the love of god, fix your UX (maybe spend less time building random projects like Stadia, only to shut them down a year later).

You can ask refund via "google play purchase history" then select "Bought by mistake" They refunded in 1 min.

Per the terms, the purchase must be made on the website. However, I did an in-app purchase and it worked.

I added PayPal to my Google Pay [google.com], and then made an in-game purchase with PayPal as the checkout method, and the promotions applied. (You can't see that the promotion works until after the purchase by going to your PayPal activity.)

If you have multiple PayPal accounts, you can add the 2 promos to each PayPal account, add each PayPal account to the same Google Pay account, and do this promo multiple times. I tested it and it works.

I hope this helps,
Tofu Vic

so you can still buy a $10 game/app and get $10 off and then buy a $5 game/app and get the other $5 off, yes?

I can verify I saved $15 off $16.99 Stephen King Fairy Tale book purchase. I made sure to clip both offers to Paypal first and used the website and paid with Paypal. Good luck all.
Thanks for the idea! Did the same

Not enough for $15? Looks like they will charge $2.xxish first month
If you already subscribe to Google One, they apply pro-rated amount of your old plan to new plan. (For instance, if you have 6 months left on $50 plan, and switch to a $100 plan, then they credit that as 3 months on the new plan.) New subscribers are charged immediately.

Do you think an in app premium subscription would work? Or would it only be for paid base apps/media

Was going to get a Halloween movie but messed up by using Google Play points I had left so the purchase ended up being $14 instead of $14.99 and only the $5 off was used.
